Abstract:
Shanghai is vulnerable to storm surges and floods, so timely relocation of the affected people to emergency shelters can effectively reduce losses. This study made statistics on the basic situation, infrastructure and material reserves of 1 380 flood and typhoon emergency shelters in Shanghai, analyzed some problems existing in the emergency shelters, and proposed corresponding improvement strategies. The research results show that there is still much room to improve the comprehensive security capacity of Shanghai flood and typhoon emergency shelters in Shanghai. It is necessary to further improve the site operation management and emergency security level through improving policies and formulating standards.
