Abstract:
In 2022, HeYuan City, located in the middle and upper reaches of the Dongjiang River, encountered the "strongest dragon boat water" in nearly 50 years. Fengshuba Reservoir had the largest five-day inflow volume since its construction with limited flood control capacity. The downstream flood protection is inadequate, downstream protection standards are low, and there are many water projects in the region that could affect dispatching making scheduling technology difficult. The relevant departments conducted more frequency fine consultations to accurately calculate the incoming water from the upstream, downstream, and the water within the section, overall protecting the flood protection objects of the upstream and downstream, as well as the safety of the reservoir itself. 21 gate opening and closing schedules were carried out in a sequential order, intercepting and storing 39% of the flood volume, reducing 24% to 78% of the peak flood, averting flooding in the Longchuan County three times, lowering the highest flood peak level by 0.7 meters, and fully displaying the water projects' role to block, reduce, and stagger peaks, thus making a significant contribution to disaster prevention and reduction in the Dongjiang River Basin. The practical experience of this reservoir dispatching practice has been organized systematically and can provide valuable reference for future similar water projects.
