Abstract
In order to further improve the effectiveness of disaster prevention and emergency response for dammed lakes, starting from the evolution process of dammed lake incubation and termination, the disaster chain of "external factors → slope and mountain collapse → formation of dammed dams → upstream reservoir water rise → dammedr dam failure → dam break flood inundation → post disaster recovery" was sorted out. Based on the four aspects of dammed dams, dam break floods, affected objects, and comprehensive prevention and control, technical ideas for dammed lake disaster prevention and emergency response were proposed, and a dammed barrier lake disaster prevention and control technical measures system based on the entire disaster chain was established. The prevention and emergency technical measures for dammed barrier lake disasters were summarized. Preventive technical measures include screening high-risk bank slopes and mountains, preventing the formation of dams, setting up second drainage channels, pre prevention of disaster victims, and comprehensive development and prevention; Emergency technical measures include emergency preparedness, excavation of spillway channels, removal or reinforcement of dammed dams, pumping and drainage, opening of emergency spillway channels, upstream dam interception, joint operation of upstream and downstream reservoirs, transfer and protection of disaster affected objects, comprehensive development and utilization of dammed barrier lakes, etc., providing a method path and reference for systematic prevention and control of dammed barrier lake disasters, especially for pre prevention in the future.
