Innovation and practice of flood control and drought relief work mode in coastal hilly cities in the new era—A Case Study of Yantai City, Shandong Province

    • In recent years, climate change is complicated and abnormal, extreme disasters such as typhoons and rainstorm have increased, and the flood control and drought relief responsibilities have been adjusted after the reform of local institutions. Water conservancy departments are facing systematic problems such as poor connection of prevention and rescue, empty responsibility system, lagging early warning response, and insufficient grassroots capacity. The traditional work model is difficult to adapt to the needs of flood control and drought relief in the new era. Based on the geographical characteristics of coastal hills and the practical work of flood control and drought resistance, Yantai City in Shandong Province adheres to a problem oriented and systematic governance approach. In response to the difficulties and pain points in the traditional model, it explores the construction of a flood control and drought resistance "12538"(1 core goal, 2 major systems, 5 foundations, 3 actions, 8 guarantee mechanisms) work model. Through mechanism innovation, system reconstruction, and process optimization, it promotes the scientific, standardized, and intelligent upgrading of flood control and drought resistance work. After continuous flood control and drought resistance work practices in 2024 and 2025, this model can significantly improve warning coverage, dispatch efficiency, and emergency response speed, achieving dual guarantees of flood control safety and urban and rural water supply safety. It can provide practical experience for coastal hilly cities and areas with high flood control pressure, with both local practicality and industry reference value, and has good application value.
