    深圳市气象灾害预警信号与联动响应机制探索与实践

    Exploration and practice of Shenzhen meteorological disasters early warning signals and linkage response mechanism

    • 摘要: 介绍了1993年以来深圳市在气象灾害预警信号发布制度和以气象灾害预警信号为先导的联动响应机制等方面开展的探索和实践。近30年来,深圳市建立了台风、暴雨等气象灾害预警信号与市区三防指挥部防台风、防汛的自动响应机制,气象灾害预警信号已成为深圳市各级政府、企业和社会公众防御气象灾害的消息树和发令枪,在防御和减轻灾害损失、保护人民群众生命财产安全等方面起了重要作用。通过回顾深圳市气象灾害预警信号和联动响应机制的探索和实践,以期为全国各地防御气象灾害提供参考。

       

      Abstract: This paper introduces the practice of Shenzhen in the release system of meteorological disaster warning signals and the linkage response mechanism led by meteorological disaster warning signals since 1993. In the past 30 years, Shenzhen has established early warning signals of meteorological disasters such as typhoon and rainstorm, and an automatic response mechanism for typhoon and flood prevention of urban headquarters. The early warning signals of meteorological disasters have become the message tree and the starting gun for Shenzhen governments at all levels, enterprises and the public to defend against meteorological disasters, playing an important role in preventing and reducing disaster losses, protecting people's lives and property safety and so on. Through reviewing the exploration and practice of the early warning signal and linkage response mechanism of meteorological disasters in Shenzhen, it is expected to provide reference for the prevention of meteorological disasters throughout the country.
