    数字化平台在浙江岱山县防汛防台风中的应用和思考

    Application practice and thinking of digital platform of island flood and typhoon defense in Daishan County Zhejiang Province

    • 摘要: 防汛防台风是海岛县区应急管理工作中面临的重要课题,数字化平台是一个较为有效的手段。基于浙江岱山县面临的灾害现状,结合现有平台的优势和不足,对视频分析、物联监测、基础信息统计展示、安全码转移及台风路径、强度变化监测等数字化技术在防汛防台风中的运用进行思考,建立了一套较为方便实用的作战指挥体系和标准化流程,在有限的时间内最大限度发挥各类信息效能,保证灾害的精准预防和应对。

       

      Abstract: As an island county, flood and typhoon defense is a very important issue in the field of emergency management. Among them, digital platform is a more effective means. At present, the digital platform for flood and typhoon defense also plays a certain role, but in practice, there are also problems such as the lack of timely update of basic information and the single content of warning reminders. In this paper, based on the island, facing the disaster situation in Daishan County of Zhejiang Province, combining with the advantages and disadvantages of the existing platform, the use of digital technologies such as video analysis, IOT monitoring, basic information statistical display, security code transfer, typhoon path and intensity change monitoring in flood prevention, to establish a more convenient and practical operation command system and standardization process, for a limited time to maximize efficiency of all kinds of information, to ensure accurate prevent and respond to disasters.
