    基于灾损拟合分析的区域干旱灾害风险区划方法及应用——以湖南省为例

    Zoning and its application of regional drought risk based on disaster loss fitting analysis—A case study of Hunan Province

    • 摘要: 中国特殊的地理位置及复杂的气候特征,决定了我国干旱问题将会长期存在。开展干旱灾害风险区划工作,是旱灾风险管理的决策依据,是防旱抗旱的基础环节,也是经济社会可持续发展的迫切需要,具有重要的理论意义和应用价值。首先介绍了干旱灾害风险度及旱灾风险区划的评价方法,在此基础上以湖南省为例,评估了农业干旱灾害风险度、因旱人饮困难风险度、因旱城镇供水困难风险度及综合风险度,从而得到湖南省旱灾风险区划结果,并分析了湖南省干旱风险的空间分布。研究成果可为制定抗旱减灾工程布局、区域防灾减灾战略及规划、区域经济社会可持续发展规划等提供依据。

       

      Abstract: The special geographical location and complex climatic characteristics determine that drought problems in China will exist for a long time. Carrying out drought risk zoning is the basis for decision making of drought risk management, the basic link of drought prevention and drought relief, and the urgent need for sustainable socio-economic development, which has important theoretical significance and application value. This paper firstly introduced the drought risk degree and the evaluation method of drought risk zoning, based on which the drought pattern of Hunan Province is zoned using different indicators, and obtained the results of drought risk zoning in Hunan Province, and deeply analyzes the spatial distribution of drought risk in Hunan Province. The research results can provide a basis for the formulation of drought mitigation engineering layout, regional disaster prevention and mitigation strategy and planning, and regional socio-economic sustainable development planning.
