    对气候变暖背景下开展气候可行性论证工作的思考

    Reflections on the work of climate feasibility study under the background of climate warming

    • 摘要: 受全球气候变暖影响,近几十年中国极端天气气候事件趋多趋强,气象灾害呈现发生频率高、复合型灾害多发、灾害损失重、灾害风险加剧等特点。开展气候可行性论证可有效避免或减轻因人类活动带来的气候变化和气象灾害,是应用气候学重要的社会效益体现。简述了21世纪以来我国气候可行性论证工作发展主要历程,介绍了开展气候可行性论证的主要方法,阐述了气候可行性论证在保障粮食安全、重大工程设计与运行、城市规划、能源开发利用等多领域发挥的重要作用,同时也分析了当前气候可行性论证工作中存在的问题和不足,提出了对策与建议。

       

      Abstract: Affected by global climate warming, extreme weather and climate events in China have become more and more intense in recent decades, and meteorological disasters are characterized by high frequency, numerous compound disasters, heavy disaster losses, increased disaster risks and etc. Climate feasibility studies can effectively avoid or mitigate climate change and meteorological disasters caused by human activities, which is an important embodiment of social benefits of applied climatology.This paper briefly describes the main development course of climate feasibility study in China since the 21st century, introduces the main methods to carry out climate feasibility study, expounds the important role of climate feasibility study in ensuring food production, major works design and operation, urban planning, energy development and utilization, and analyzes the problems existing in the current climate feasibility study work, and put forward countermeasures and suggestions.
