    安徽省淮河行蓄洪区居民迁建工作思考

    Reflection on the relocation and construction of residents in the Huaihe River flood storage area of Anhui Province

      摘要
    • 摘要: 淮河行蓄洪区建设一直是治淮的难点、重点和焦点，其核心难题聚焦于行蓄洪区人、水、地之间的矛盾。基于安徽省自2018年以来行蓄洪区居民迁建在科学合理制定规划方案、明确各职能部门组织分工、多途径筹措整合资金、落实细化地方责任主体等方面的工作实践经验，提出了高位推进、顶层规划、要素保障、责任主体、群众意愿等方面的思考，以期为其他地区行蓄洪区居民迁建工作提供借鉴。
