    Study on flood resource utilization potential evaluation method of typical flood storage and detention areas

    • 摘要: 在剖析洪水资源利用潜力概念和总结国内外蓄滞洪区洪水资源利用方式的基础上,考虑蓄滞洪区不同重现期启用工况下的淹没洪水和区内降雨产汇流形成洪水两方面因素,研究提出了在保障流域防洪安全前提下的蓄滞洪区洪水资源利用潜力评估方法。以海河流域永年洼蓄滞洪区为典型案例,利用洪水风险分析、情景分析和水文序列统计等方法,定量评估了其年均期望的可利用洪水资源量。研究方法和成果对于我国其他蓄滞洪区的洪水资源利用潜力评估具有参考意义。

       

      Abstract: Based on the analysis of the concept of flood resources utilization potential and summary of the flood resources utilization way in flood storage and detention areas at home and abroad, the evaluation method of flood resources utilization potential in flood storage and detention areas is proposed considering inundation flood in different return periods and rainfall flooding in local areas, on the premise of ensuring the flood safety in the river basin. Taking Yongnianwa flood storage and detention area in the Haihe River as a typical case, using flood risk analysis, scenario analysis, and hydrological series statistics,the expected annual available flood resources amount was quantitatively calculated. The method and results can provide significance reference for the evaluation of flood resources utilization potential in other flood storage and detention areas in China.
