Abstract: The Luanhe River Basin is one of the three major river systems in the Haihe River Basin, where has repeatedly suffered from basinwide major flood in history.Based on the analysis of the current flood control capacity of reservoirs and levees in the Luanhe River Basin, this paper systematically reviewed the defensive focus involving Panjiakou Reservoir operation, Sahe River flood defense, Panjiakou-Daheiting-Taolinkou reservoirs joint regulation, the defense by small flood embankment and excess flood standard response.This paper put forward the countermeasures to enhance hydrological monitoring and early warning and forecasting, strengthen joint operation of reservoirs groups, enhance river governance, improve the avoidance transfer of excess flood standard and resettlement plan.
