Abstract: Based on the recent flood and disaster situations in Fujian Province and the development of local firefighting and rescue teams, this study systematically analyzes the spatiotemporal distribution characteristics of rainstorms, typhoons, floods, and their secondary disasters, as well as the challenges in their response. By reviewing the current status of the Fujian Provincial Fire and Rescue Corps in team development, training exercises, equipment allocation, and early warning plans, the study identifies issues such as unreasonable team composition, insufficient training coverage, low equipment availability rates, and an incomplete support system. Building on this, targeted strategies are proposed from four aspects: combat-oriented command, skill specialization, capability modernization, and systematic support. These measures aim to enhance the comprehensive emergency rescue capabilities of firefighting and rescue teams in complex disaster environments, providing a reference for disaster prevention, mitigation, and emergency system construction in Fujian Province and other regions.
