Abstract: In the flood season of 2024, there will be more rainfall in the whole province. There will be 8 rounds of rainstorm and flood processes and multiple local extreme heavy rainfall. The heavy rainfall will be concentrated in areas and times, and the rainfall intensity will break the historical extreme value repeatedly in some periods. The extreme rainfall and flood conditions will be strong, and the disasters and dangers will overlap frequently. By summarizing and analyzing the rain disaster in 2024, the flood control and disaster relief measures and effects, as well as the problems in the pre disaster early warning and emergency response mechanism, a series of suggestions will be put forward to improve the early warning system and optimize the emergency response process, providing theoretical basis and practical guidance for improving the flood control and disaster relief capacity of Hunan Province, and providing reference for future flood control and disaster reduction work.
