Abstract:
To provide timely and accurate data decision support for flood dispatching in Tianjin City, a city-level flood dispatching data resource systems has been organized, centered around a water sector object data model. With rivers, reservoirs, and flood detention areas as core entities, a data association model integrating basinwide flood control, urban drainage, flash flood disasters, coastal tide prevention, emergency water volume dispatching, and rainwater and flood resource utilization dispatching has been constructed. Following the data governance approach of "collection-storage-management-utilization", a data backbone for Tianjin's flood dispatching and emergency command platform has been established, supporting flood dispatching of FEDE (forecasting, early warning, drill, and emergency plan), emergency water dispatching, rainwater and flood resource utilization dispatching, and mobile applications for flood dispatching.
