    广东中山市“20240504”暴雨洪涝分析及应对策略

    Analysis and countermeasures of "20240504" rainstorm and flood in Zhongshan City, Guangdong Province

    • 摘要: 针对全球气候变暖和快速城市化共同影响下广东中山市洪涝灾害日益突出问题,基于中山市1970—2020年和2024年5月4日实测降水数据,系统分析了近年来最为严重的“20240504”暴雨洪涝灾害成因,并提出应对策略。研究表明,城市化后极端暴雨强度和频次均呈上升趋势,且具有强度大、历时长、范围广的典型特征;工程防御体系存在河道行洪受阻、排水管网设计标准偏低、雨水蓄滞空间萎缩、应急调度响应滞后等短板;为应对超标准降水下城市韧性建设,建议提高河道排洪能力、城市管网排水能力、流域洪水调蓄能力,同时完善水文监测、洪水预报及水工程调度,以期为提升城市暴雨洪涝灾害防御水平提供参考。

       

      Abstract: In view of the increasingly prominent problem of flood disaster in Zhongshan City under the joint influence of global warming and rapid urbanization, based on the measured precipitation data of Zhongshan City from 1970 to 2020 and on May 4,2024, this paper systematically analyzes the causes of the most serious "20240504" rainstorm flood disaster in recent years from the aspects of heaven, earth, pipe and river, and puts forward countermeasures. The research shows that the intensity and frequency of extreme rainstorm after urbanization are on the rise, and have the typical characteristics of large intensity, long duration and wide range; The engineering defense system has shortcomings such as blocked river flood discharge, low drainage pipe network design standards, shrinking rainwater storage space, and lagging emergency dispatch response; In order to cope with the urban resilience construction under the super standard rainfall, it is suggested to improve the flood discharge capacity of the river channel, the drainage capacity of the urban pipe network, the flood regulation and storage capacity of the river basin,and improve the hydrological monitoring, flood forecasting and water project scheduling, so as to provide reference for improving the urban rainstorm and flood disaster prevention level.
